This inquiry followed AI governance from international commitments to the places where it binds: access to computing capacity, procurement, insurance, standards, and existing law. Horizon Scan 002 compared legislation and enforcement across seven major regimes and set out four priorities for institutional leaders.

The London Salon at the Royal Society tested the Scan with twenty-two participants. Questions from the salon carry forward into the Human Agency inquiry and its Tokyo Salon.
